The homepage looks quite poor but it's the only top hat manufactury left in Germany as well as in the little town of Achern which used to have 8 ! top hat makers a little more than 100 years ago.

You have also Fernand Sebbah in the suburb of Paris / France. He formely worked as a manager for the Gelot Department at Lanvin and is now running his own business: Chapellerie DBM. Website is mainly in french but there is a small part in english.

I guess his "basic" service is about MTM as you can choose any aspect of your desired hat made to your size. Of course, it is better to visit him or meet him during an exhibition. Prices are reasonable (check the website) and for the one I own the work is really fine.
