Where can I purchase high waisted, wide legged (20 inch width) trousers ? I currently have mine made for me in Hong Kong but would like to purchase in the UK if possible.

I have seen Ralph Lauren advertising wide legs again... though they are probematically low waisted

In Flusser's book "Dressing the Man", there is a picture of Jack Buchanan, the English hoofer who made "Band Wagon" with Astaire, wearing a pair of wide legged pants. This is the only man I have seen wearing them in the past 50 years of my sartorial life.
