Flaps on patch pockets

Should flaps be employed on patch pockets, if so, when?

The one instance that comes to mind is for hunting jackets. If you will google for "norfolk jacket" some images should pop up.

I suppose there are other instances when it would be appropriate.

Yes my first thought was toward something tweedy intended for fairly heavy-duty outdoor use, but the other day I saw a jacket waiting on the rack at my tailor which had flapped patch pockets with an inverted pleat down the middle, in a vintage patterned velvet and MOP buttons. Pretty eccentric and not for everyone, but it looked great.
