Boat shoes when worn on deck in cold weather go very well with socks.

summer shoes. There is no point in wearing a sweater and a windbreaker, and no socks at the other end.
It depends on quite how miserable it is. I can't stand wet salty socks. Somehow they make my feet colder; Invariably on cold Channel crossings I end up sucking up the style points and switching into my sailing boots. However, generally, unless it's pelting with rain I tend to go sockless on board in my deckshoes. Especially given that, as the most nimble, I often end up as bowman. So it's either the easiest to dry off option (no socks) or impermeable (oilskins and boots and toasty warm toes).
On a side note, I believe it's more hygienic to wear socks. And better for the upkeep of the shoes themselves. Also more comfortable (Alot of women's shoes call for not wearing socks and they end up wrecking your feet). In most cases (not Costi's examples) I would definitely prefer men to stick to the socks. Even if they do always magically disappear in the laundry....
Though, dependant on weather,I think that tanned skin and loafers can be pulled off.
Pop socks always seem to end up curled around people's toes.
