Today, the weather in Yellowknife is -5°C with rain & snow.
Thats why many Canadians (Snow Birds) spend winters in the south of USA, Mexico, Central America & the Caribbean. I spend a month each year in Cuba.

Geting back to "All over the World" request concerning leather over shoes. Does AOTW have a photograph of what he is looking for?
Maybe, what has been seen is used in the North American logging or cattle industries?

OP, shell cordovan dress boots with Swims galoshes (if soles are leather) or with dainite soles. They cannot be beaten in look, warmth or sturdiness. Another option would be dress boots with shearling uppers:
