Will 13oz universally drape and look better than 9-10?

Gentleman,

In a similarly styled, high quality suits, will you expect to see a better appearance and drape with a heavier cloth. 9-10Oz seems like a good weight for Notheastern US, but people are known to wear 13Oz and heavier with not too much problem.
