Can a brown belt be worn with a blue /gray suit or a black belt with a brown suit?

Of course, either can be! And you certainly may do so should the combination comport with your own aesthetics.
But don't expect others' aesthetics to be congruent with your own. And give thought to keeping all leathers worn -- belt, shoes -- the same color.

I wear a brown belt with blue and grey .It goes well in my opinion as long as it is worn with the same colour brown shoes. I wouldn't wear a black belt with a brown suit !

I might wear a black belt with a brown tweedish suit if I was also sporting some of those controversial black brogues!

The most important thing has already been mentioned: shoes and belt in the same color. Some pundits might incidentally add: no brown after six; no brown in town. But I do not know the extent to which most Loungers do endorse these rules. As for the second variant you have mentioned, to wit: “black belt with a brown suit”, it seems less appealing. I would personally avoid it.

I would be with yialabis on this one, if I wore belts at all. I am not sure about wearing black brogues with a brown tweed suit - more with a grey or black & white tweed or other country ensemble, if anything.
