Pleats

I have noticed on my trousers two types of pleat. The first have pleats that start directly from beneath the waistband and others have pleats that appear to start a little way beneath the waistband which look as if they are like the former but the tops have been sewn down. Can anyone shed any light on why there are differences and which is 'correct'?
