Indeed, but if the fit is snug doesn't it feel like the ankle is enclosed in a plaster cast, making it difficult to step or climb stairs? How do you keep the ankle fully flexible with a tightly fitting boot? I have in mind a higher boot, 17 cm + from the heel.

Snug but not tight. You want to maintain your blood circulation. You're right though, there will be some difficulty initially while you get used to wearing the boots and creases appear at the right places on the stem. Fear not though, my boots have become extremely comfortable with wear after starting out snug. Note however, that my highest boot is 15cm from the top of the heel. Also, the shoes you posted seem to be made of leather that is quite soft, and this will help the process. Another idea I'm considering is a balmoral boot where the top half is in suede-a boot version of Paul Davies shoes posted above.

hmm... very practical as far as ankle flexibility is concerned (and the reason why I was tempted by the JL kind of two-colour oxford boots, because I already have the cognac leather and it's ideally soft for a boot top), but doesn't the suede top make it a formal (morning dress) boot?

A true morning dress boot would have either a linen top half or gray suede. The rest of the upper is black. If you made the same boot in brown calf and brown suede, it could not be mistaken for a dress formal boot.
