I wish I had more to say about Cartier than its a fashion brand rather than a horology brand, but I am not able. Kind of like wearing an Armani suit...

I think that Cartier is above that particular comparison. Though I would agree that the watches are more about the cases than the movements but from what I have heard, that it changing though at a measured pace.

I believe that they are better regarded as jewelry than as timekeepers.

Cartier is generally more about its iconic designs than anything else. The Santos, Tank, Panther et al, are classical yet unique; all have stood the test of time and show no signs of aging. While the quality of the watches is decent, on par with Breitling and others in the price range, they are not high horology.
Cartier does have a Collection Privee Cartier Paris (CPCP) line, which uses high end, exclusive movements, including a Girard Perregaux Three Gold Bridges ebauche, which contains most of its trademark models but only in precious metals. This line is equivalent in quality to JLC and IWC, perhaps a notch above even. Prices though are extremely high, on par with the very top Swiss houses.
