Shirt collar fit question

When the collar button of a dress shirt is undone, is the collar supposed to touch the back of the neck at all times when in a standing position?

Ideally, yes, but due to the balance of most shirts, don't expect this to happen. The best way to attain this with an off the rack shirt would be to make sure the front is tucked in tighter than the back.
