Side Strap Placement on Trousers?

Greetings Everyone:
I have noticed that on various suit and regular trousers that the side straps or self belt (what ever you like to call them), have been placed in three different areas. 1. Right under the waistband (just under the seem line where the waistband and rest of the trousers meet). 2. In the middle of the waistband (right on the seem line). 3. On the waistband itself (above the seem line). I like the straps right on the waistband because it tends to be easier to use.
So getting to the question at hand, why are the straps in different areas?
