Greetings Everyone:
I have noticed that on various suit and regular trousers that the side straps or self belt (what ever you like to call them), have been placed in three different areas. 1. Right under the waistband (just under the seem line where the waistband and rest of the trousers meet). 2. In the middle of the waistband (right on the seem line). 3. On the waistband itself (above the seem line). I like the straps right on the waistband because it tends to be easier to use.
So getting to the question at hand, why are the straps in different areas?

On bespoke trousers, personal choice dictates placement. I have a pair on which the ring-adjusted straps are sewn below the waistband: works rather well, though rings are not nearly as secure as proper buckles; the rest of my trousers benefit from Daks-style adjusters sewn into the waistband itself. If you choose straps, important to understand that the waistband affords a more solid mooring, since there is thickness there to exploit--but placing the straps below the line of the waist does yield a smoother gathering of fabric, since you aren't pulling against the waistband lining. (If you decide upon a Daks-like arrangement that involves hidden elastic in the waistband, it is obvious that the side tabs will be placed there, as well....) Straps below the waistband are more attractive, in my opinion, but do specify fasteners which actually function like belt buckles.
