Yes it's Prince Michael of Kent.

I actually think that kind of knot suits him but its probably because he is so consistent and wears it all the time - and of course because of the high collar.

On most ties that would require knotting at an unusually low point of the tie...

Also, I think he may wrap around the tie twice (before around the back and over the top). That gives it a slightly thicker and more vertically aligned knot. I have the impression that this is a common knot style in the UK. I don't see it in the US much, but find it very appealing.
