Snug but not tight. You want to maintain your blood circulation. You're right though, there will be some difficulty initially while you get used to wearing the boots and creases appear at the right places on the stem. Fear not though, my boots have become extremely comfortable with wear after starting out snug. Note however, that my highest boot is 15cm from the top of the heel. Also, the shoes you posted seem to be made of leather that is quite soft, and this will help the process. A true morning dress boot would have either a linen top half or gray suede. The rest of the upper is black. If you made the same boot in brown calf and brown suede, it could not be mistaken for a dress formal boot.
It's a tempting idea.
