It depends on what type of overcoat.

With some types of greatcoats, such as those with fur on the sleeve end, the sleeves are cut much longer, and the length may be 3/4, reaching well below the knees. The longer the coat, the warmer it runs, which is to say it only really makes no sense to make a 3/4 length coat out of lighter topcoating.

Was thinking of either 1) a covert coat or 2) a camel hair polo.

I guess each has quite a different proper lengh and sleeve.

I personally prefer a covert to be much shorter ie run cooler. I have seen some plates where it was only a bit longer than the lounge coat. They are meant to be a spring/autumn topcoat to help make you look more dressed in those seasons without making you too boil.

The Ulster (polo being a type of Ulster) is a sports/travelling overcoat. These are traditionally made much longer - 3/4 length, and below knee. I like them to be made of good stout overcoating for it is really cold. The full belt and extra overlap at the front helps make the polo even warmer.

These are quite different coats for quite different purposes.
