Pleats and cuffs

"Pleats should be accompanied by cuffs except on formal trousers," writes Will at his blog (http://asuitablewardrobe.dynend.com/).

I am surprised. How much a rule is this?

In my opinion the cuffs provide weight to the trouser which makes them fall more nicely. As for the 'rule' part I am not sure...but I guess rules are meant to be broken. I do prefer my trousers cuffed though.

I think we're in the territory of Individual Discretion, not of The Rules. I don't like pleated trousers at all, and I wear casual trousers cuffed, work-a-day and formal trousers not.
