Where should the shoulder seam end on a business shirt?

I have seen them all over the place, ranging from ending right at the end of the shoulder to hanging 2-3 cm. off the shoulder.

What's the proper fit?

I probably should refrain from being the first to answer this question, as I am not an expert, but I can write my shirtmaker does: the shoulder seam hangs 1-1,5 cm on a business shirt. If it’s tighter than that, besides the fact that it restricts movement, the sleeve looks like it is oddly “climbing” up the shoulder. If it’s more, it looks like the shirt is too big for you.
