Can a cheviot trouser be paired with an odd tweed jacket?

no..its just that I am quite new to the world of different fabrics and im not quite sure what goes with what...
With the exceptions of uniforms (military, academic -- caps and gowns -- and civil -- evening dress, other formal and semi-formal dress), it's always your choice, based on climate, social setting, visual appearance.

Cheviot trousers are comparably casual, heavier cloth: well-suited by the weight and roughness of fabric to cold weather, laze-about days, errand-running, casual gatherings day or night. So, then, if the particular patterns and textures of trousers and sportcoat accord well together (no clashing of colors or geometry!), the pairing should look and feel good: you have your dress for the day!
