What is cheviot facric used for?
Can a cheviot trouser be paired with an odd tweed jacket?

With the exceptions of uniforms (military, academic -- caps and gowns -- and civil -- evening dress, other formal and semi-formal dress), it's always your choice, based on climate, social setting, visual appearance.

To take the example which prompted your posting, here's my reasoning: I wear most of my few tweed jackets in cool weather, on the weekend while running errands or working around the house, and in the country or at casual gatherings with friends and relatives. Cheviot trousers are comparably casual, heavier cloth: well-suited by the weight and roughness of fabric to cold weather, laze-about days, errand-running, casual gatherings day or night. So, then, if the particular patterns and textures of trousers and sportcoat accord well together (no clashing of colors or geometry!), the pairing should look and feel good: you have your dress for the day!
