Must the vest extend below the tjrouser belt line, and cover the shirt , all around the waist, i.e., even in the back?
Is there an illustration somewhere on LL of the various vest silhouettes, with various pocket and button options?

Yes the vest does cover the entire waist.
Too ofen trousers are cut too low and you can see the shirt, and the tip of the tie, yuck.
Don't under any circumstances look at examples from the 1970s, instead look at the 1920s and 30s.
When wearing a vest you want to cover the waist and hide the shirt and tie tip, also belts are very unnecessary with a vest due to fact that the buckle tends to bulge out.
This is were high rise trousers with braces come in.
