Should an evening dress be tighther than a lounge suit?

No. A dinner suit should fit the same way as a lounge suit, so it can be cut in whatever style you prefer (draped, built up, etc.). What is important is that it fit well and that it observe dinner dress tradition and not have pocket flaps, center vents, etc.

Mine fits slightly tighter because I don't have any need to make room for wallets etc, and my tie requires no extra space in my midesction.

A young tailor told me that a very famous here refused to cut evening dresses with drape. Evening dresses should be slim fitting. The young tailor doesn't subscribe to that idea, I just wonder if anybody else has heard about such an evening dress tradition.

The tail coat has to refer to its military origin, writes Manton in the Suit. Doesn't that imply a close fitting cut? Look at this photo of the Duke. Not much drape!
