What do we call these; when do we use them?

I don't know if there is an official name, but those are string gloves with a leather palm (or leather gloves with a string back).
They are useful anywhere you want a decent grip but a not-to-warm glove. Driving is the only situation that really comes to mind, and even there, it seem any utilitarian justification is little more than a fig leaf for thinking they look good. And they do.

Michael's remark is precise, they are driving gloves. To elaborate further, they are driving gloves where the driving in questiion is carriages and not automobiles.
